Microsoft have now resolved the incident and you should be able to edit Outlook Distribution groups without error.
Microsoft are investigating a fault which prevents customers from updating their own Outlook Distribution lists. If you have a list which needs updated urgently, please contact the IT Service Desk: itservicedesk@st-andrews.ac.uk
