Microsoft have now resolved their reference for this as 'service restored' - it is possible to access Microsoft services via office.com and microsoft365.com again.
Issue MO896989 detail:
"An unexpected increase in service requests causing our caching infrastructure to become degraded, preventing users from accessing the service"

We are receiving reports of issues with access into Microsoft 365 on the web this morning - e.g. going to:
https://www.st-andrews.ac.uk/staff/ > Microsoft 365
or
https://www.st-andrews.ac.uk/students/ > Microsoft 365
The issue appears to be getting to the Microsoft URL office.com.
The issue presents itself as repeatedly reloading the content of the page, and not loading fully.
Individual web access to apps continue to work:
Teams: https://teams.office.com Outlook: https://outlook.office.com
It's the Microsoft 'home' page encountering the issue.
